The picture #1 was taken last year, in February, while the picture #2 was taken this year, in March.
When you look at both pictures, you easily notice two big differences, other than the curtain material: one shows a dog and no board behind that ironwork while the other shot shows a woman and a board behind it. Do you think the dog had grown up in the meantime and the owner had to place that board to prevent him from jumping down onto the street?
I thought so when I passed there again last week and took the picture #3.

DeleteI have to say I love that first shot. It's a lovely and interesting window and I think you are right. The board was put there to keep the dog in, but at least he can look out and see the passersby.

DeleteLooking at the dog and the gap in the first photo, I would have thought too small for the dog to squeeze out. I am more inclined to think the board was put there to stop anyone, like nasty kids hurting the dog. or; steeling the dog for that matter. There has been a lot of that going on lately with the dogs being used for fighting to the death matches. *Maybe I think too much.* lol
